Relevant issues are notified as follows:
I. The service fee of ordinary parcels (hereinafter referred to as ordinary parcels by postal enterprises) with a weight of no more than 10kg and a weight of no less than 167 grams per cubic metre shall be changed from government pricing to government guidance price, enterprises can independently determine specific charging level according to market supply and demand competition conditions, users’ bearing capacity and other factors within the scope of not exceeding the national tariff standards.
2. The postal ordinary parcel delivery service fee is set to 31 billing areas and 6 fees according to the shipping distance between provincial districts and provincial capital cities. The first weight, the second weight, the first weight, the unit weight of the renewal fee is 1kg, and no additional registration fee is charged.
III. Postal enterprises shall strictly implement the provisions of the standard for the postal ordinary parcel delivery service in this notice. For the lines whose postage has decreased due to the adjustment of the tariff structure, the tariff has to be reduced or reduced; For individual lines whose postage has increased, factors such as market supply and demand competition, users’ bearing capacity and so on should be fully considered, the actual postage increase is reasonably controlled by taking measures to reduce the tariff.
Fourth, postal enterprises should earnestly fulfill their universal service obligations, continuously optimize the service process and improve the service quality. Strictly implement the Postal Universal Service Standard (YZ/T0129-2016), reasonably set up business outlets, implement delivery time limit requirements, and implement physical delivery of parcels, realize the delivery of all ordinary postal parcels in urban areas above the county level and the delivery of ordinary postal parcels within 5kg (inclusive) of a single piece in the place where the township people’s government is located, and the weight of a single piece in other areas of the township is 5kg (inclusive) ordinary postal parcels within the country are delivered to the village post station, village committee and other fixed places to receive mail.
V. The competent price departments and postal administration departments at all levels shall, in accordance with their respective responsibilities, strengthen the supervision and inspection of the implementation of ordinary parcel delivery service charges and business development of postal enterprises, and maintain the normal market order. Conduct timely investigations on illegal acts such as malicious bidding and disturbing the normal market order by postal enterprises, and correct and investigate them according to law.
