On March 31, Tianjin introduced an upgraded version of the purchase restriction policy. For non-household resident families with 1 or more housing in Tianjin, household registered resident families with 2 or more housing in Tianjin, adult singles who own one or more sets of housing are suspended from buying new commodity housing and second-hand housing in Tianjin, except Binhai New Area.
According to the notice of the State Administration of the new district, real estate development enterprises or agency agencies can only register the intention of the purchaser before the “Tianjin Commercial housing sales license” is issued, and cannot adopt internal subscription, reservation, priority is given to purchasing houses, arranging numbers, issuing VIP cards, recruiting members and other means to charge deposit, reservation and other nature fees in disguised form.
After obtaining the “Tianjin Commercial housing sales license”, the development enterprise should publicize all the quasi-sales sources and the upper unit price of each set of houses in a timely manner at the obvious position of the sales office, and implement the real-name system for buyers to purchase houses, for the commercial housing that has been sold, it is not allowed to change the purchaser arbitrarily.
The notice specifically stipulates that real estate agencies and individuals are not allowed to participate in various forms of reselling commercial housing “housing tickets” activities, raising the price of commercial housing in disguise. At the same time, buyers are not allowed to purchase “house tickets” from intermediary agencies and individuals, and “House tickets” purchased from intermediary agencies and individuals are not protected by law, the losses caused shall be borne by the purchaser himself.
For housing enterprises that violate relevant regulations, the housing management departments of the new district will investigate and punish them according to laws and regulations, and suspend their on-site investigation of commercial housing sales licenses and on-site investigation of key supervision funds for commercial housing pre-sale, at the same time, declare that the superior closes the commodity housing network signing and filing function. If real estate agencies and individuals participate in reselling “house tickets” activities, the market supervision department and relevant functional departments shall strictly investigate them in accordance with the law and cancel the agency filing qualification.
