The main reason was that the expenditure of hospitality spending was reduced. In addition, the budget of the three public funds of the national tax system in 2017 decreased by 50.0765 million yuan year-on-year, a decrease of 3.75%, mainly due to the reduction of hospitality spending and the budget for the purchase and operation of official vehicles.

First disclosure of key projects

This means that in the future, what NPC deputies and the public have done for major national special funds, such as atmospheric water and soil pollution prevention, public health special projects, National Natural Science Foundation, etc., and how effective are they, if the service object is satisfied or not, it can be seated and supervised according to the performance objectives and indicators.
Take the implementation and management project of the action plan for prevention and control of atmospheric water and soil pollution of the Ministry of Environmental Protection as an example. In 2017, the project arranged a financial appropriation budget of 184.4826 million yuan, including 117 secondary projects. Among them, the implementation and evaluation of Air Pollution Prevention Plan (Plan) is 7.05 million yuan, the management support of motor vehicle pollution prevention and control is 9.4 million yuan, and the joint research on air pollution prevention and control in Beijing-Tianjin-Hebei region is 5.75 million yuan.
