The government can adopt capital injection, investment subsidy, loan discount and other ways to support enterprises to gather funds; Independent construction of parking lots can be equipped with a certain proportion of affiliated commercial area; the parking lot constructed by the newly-built building exceeding the parking allocation standard and the public parking lot constructed synchronously with the newly-built project will be rewarded with a certain volume ratio; The construction of independent parking lot and the setting of temporary three-dimensional parking facilities, simplify the approval process of construction projects.

In terms of land use, it is clear that the supporting parking lot, parking transfer parking lot, public bus station and public welfare parking lot for improving traffic management order are urban transportation infrastructure, the land shall be allocated or transferred by agreement.
