“26000 yuan disappeared, where is the money?” On the 30th anniversary of 2016, when people were immersed in the festive atmosphere of the Spring Festival and enjoyed the happy moment of family reunion, Tang MOU, a villager of Dayan village, Yuankou Nature Protection Bureau (now the Yao Township of Yuankou), Jiangyong county, Hunan province, zhou lived in uneasiness.
Before the Chinese New Year, the funds for the renovation of dilapidated houses were finally issued. “These 11 households were handled by Wang Youyu and Zhou Xuelin.” The clues focused on Wang Youyu and Zhou Xuelin. In 2015, Wang Youyu and Zhou Xuelin went to the villagers’s home and said that they had a relationship and had access to apply for the subsidy fund for the renovation of dilapidated houses. The villagers thought that they would not be white or not. According to Wang Youyu, zhou Xuelin’s request to hand over the formalities and relevant documents to them.
Investigators immediately interviewed Zhou Xuelin, but Zhou Xuelin denied it.
At this time, two people who had frequent contact with Zhou Xuelin and the residents of Sifang Jing in Xiaopu town, Xu Laichun and Xu Yongfu, a villager in the short village of rough Shijiang town, entered the sight of the investigators. The investigation found that, xu Laichun has withdrawn large amount of subsidy funds for crisis reform from the bank many times.
Under the inquiry of the investigation team, Xu Laichun honestly explained the list of farmers he handled and declared, and explained the online suspects with Pu zhaosan as the first. Xu Laichun and Gao zejin went offline, xu Yongfu is also the crime gang that Xu Laichun went offline to cheat the reconstruction of dangerous houses.
How did they get involved with cadres such as Wang Youyu?
Greed caused trouble, supervision was absent, and many town and village cadres were bought.
“Corruption is all caused by corruption.” The case-handling personnel of the discipline inspection commission of Jiangyong County said that in 2015, Pu zhaosan, together with Xu Laichun, Gao zejin, Xu Yongfu and others, under the guise of doing good things for the common people, in the areas such as Yuankou Natural Protection Bureau, coarse Shijiang town, taochuan town, etc, under the excuse of “being able to help apply for dilapidated housing renovation quota without occupying the township and village indicators”, the village cadres were given a good treatment fee and let them cooperate. The village cadres who received the good treatment fee not only found farmers who met the rural dilapidated housing rehabilitation subsidy funds to lobby, but also promised to give each farmer a subsidy ranging from 2,000 yuan to 8,000 yuan after the completion, and also covered up the truth, the renovation households of dangerous houses declared in violation of regulations are not publicized, and the first audit “defense line” of village-level audit is useless.
Then, Pu zhaosan and others broke through the first-class defense line of villages and towns by the same means.
They invited Luo Chunsheng, then executive deputy mayor of taochuan town, through the methods of inviting meals and sending local specialties, etc. They also invited Liao Jianjie, deputy director of Yuankou Nature Protection Bureau, by inviting meals and giving 20000 yuan for good treatment; zhou Xuelin, the public officials who gathered the Yuankou nature protection bureau to collect the money in the way of dividing the treatment fee, held the “Index of not occupying the town and village anyway, and helped the masses win the funds, the final approval also included the fluke mentality of the county housing and construction bureau to check”, and passed the review of the renovation grant for dangerous houses reported in violation of regulations one after another.
Why is it so rampant? Key figures on the chain emerged
Three of the four people in Pu zhaosan are ordinary farmers, and one is laid-off workers from enterprises, and none of them have worked in the housing and construction department. Why are they so familiar with the application and approval procedures for the renovation of dangerous houses, so that it is easy to get through every link, especially the county-level pass-housing and construction bureau?

In order to further break through the line of defense of Yi Shengxiang, Pu zhaosan took his place and arranged him to go whoring for many times.
When Pu zhaosan proposed to help others handle rural dilapidated housing rehabilitation subsidy funds to make money in 2015, Yi Shengxiang, who was successfully besieged, would handle the process of rural dilapidated housing rehabilitation subsidy funds and forge the preferential treatment certificate without saying anything, the means of raising the subsidy standard told Pu zhaosan.
Not only that, Yi Shengxiang also used his authority to give the “green light” to the three-one group of Pu Zhao “. Some villages and towns are strictly controlled, and they are not suitable for people like Pu zhaosan. Pu zhaosan directly sends the information of farmers to Yi Shengxiang, and Yi Shengxiang feeds back the information to the township where the farmers are declared, the township crisis information staff are required to enter the information into the system and report it to the county housing and construction bureau for filing and approval. With the acquiescence of Yi Shengxiang, the review of the county housing and construction bureau was smooth all the way. In the end, Pu zhaosanyi group declared rural dilapidated housing rehabilitation subsidy funds of 2.942 million yuan in the name of 112 dilapidated house reconstruction households, of which 719700 yuan was distributed to dilapidated house reconstruction households, defrauding more than 2.22 million yuan.
At present, four people, including Pu zhaosan, Xu Laichun, Gao zejin and Xu Yongfu, have been criminally detained by Jiangyong county public security bureau according to law; Yi Shengxiang has been criminally detained by county public security bureau according to law; Liao Jianjie has been dismissed from his post, transferred to the judicial organs for handling according to law; Guo Wei, the deputy secretary of the Party committee and mayor of rough river town at that time, was given a warning from the party; Luo Chunsheng was dismissed from the party. In addition, Zhou Xuelin, an employee of Yuankou Natural Protection Bureau, and other 9 related responsible persons were respectively punished by the corresponding party discipline and discipline.
